Do you know if he is dog friendly? If you know anyone with well behaved adult dogs who are dog friendly, I would start with some play dates.

 

he is, hes a little stand offish with large dogs but warms up quick and hes madly inlove w/ small dogs but most dont like him due to his high energy.

I'd let him play with friendly dogs. For dogs he is standoffish with, I'd reward with a treat or two when he sees a dog, and do that for a while so he thinks "Hey, they're not that bad"
