I just got him, and he seems a bit lethargic possibly depressed? he was the last of his litter and they seemed to have had him in a cage outside by himself. He does seem a bit scared but i assume thats the new environment, and he walked around the apartment a little bit before just laying down on his bed. we were able to hand feed him a little, but i can't get him to drink water. It's my first time with a puppy as young as him my other dog we got at about 3 months old. I want to make him feel at home and happy but I'm not sure how to proceed. Should i let him be and let him get used to the environment, or keep trying to pet him and warm him up to myself?

It's possible he's just overwhelmed and exhausted. However, I am a little concerned by your description of him being outside in a cage. It's possible he might have picked up some parasites. Do you have a vet exam scheduled for him? I've always taken my puppies in for a puppy wellness visit within 48 hours of them arriving home. Did you get his medical records? At his age he should have received at least one set of vaccinations; my pups were all on their second set at 11 weeks.

Seconding the above post:
Definitely get him to a vet for a puppy wellness check. He may just be overwhelmed, but he also could have a medical problem, as @Curls mentions above. And, I also take any new animal in my home to the vet ASAP once they come home. Make sure you don't wait on this because IF there's a medical problem, some can become fatal very quickly in a young puppy. Not trying to scare you, but it is important. And, as also mentioned, he does need vaccinations as well.

Hope you have taken him to a Vet, by now. His being wary and confused is to be expected for a few days, but he should fairly quickly start eating and drinking water. You can not let him become de-hydrated, with a young puppy that will become a full blown health crises quickly.
