Dog peeing inside after walks

Hello. Please help me!
MY gf and I just adopted a new dog. She is a mini austrailian Sheppard about two years old. She was said to be house trained from the pound but is NOT! We got her saturday and since then she has peed 12 times in the house and not a single time outside and she has also pooped once. I have taken her outside regularly every 30 minutes but when we get out there she jsut sniffs around and gets side tracked and starts looking at everything. Yesterday we went on a 4 hour walk and she didnt pee or poop once but when we got home she went straight in and peed on the carpet. Today i took her to the dog park for two hours and she was a little timid but not aggressive with any of the dogs but did not pee once. Again we got home and she pissed on the floor. so i put her outside cleaned it up and then took her outside. Where she did not pee, but came back into the apartment and peed again.....why is this? what can i do to break her of this? We live on the 5th floor of an apartment if that helps and i have just bought a crate for her when we are not home but we have been home all weekend and she has willingly peed infront of us everytime. If anyone can tell me why she is doing this and wont go outside that would help. And if anyone can please help me with breaking her of this it would be great! Thank you for your time, I DO NOT want to take her back to the pound.

Are you keeping her close to you on a leash when you're home? It is a new environment, and she's probably scared and/or a little curious. Its best to keep your puppy (for all intents and purposes, rescue dogs are just like new puppies) close to you so you can see any signs that she needs to go.

Second, I would keep track of how often she is going. If it is excessive (say, every 45 minutes) she may have UTI and have absolutely no control over it. Considering how long she is holding it otherwise, this seems-- to me-- like a possiblity.

Third, what kind of cleaner are you using? You need something really strong to get the smell out for her. The forum recommnds Nature's Miracle. I've never tried it, I got Shout Pet and it seems to work, but I'd go with them just to be safe.

Finally, I know five sets of stairs is a LONG way to go (sometimes I don't even want to do one!) but if she shows any signs of needing to go out-- pacing, sniffing the floor, crying, take her out. Every time. And when you do finally catch her at the right time, praise and treat her like crazy.

First get her checked out like ApplejackMom suggested. It's important to rule out UTI since they can make housetraining impossible.

You are going to have to prevent all accidents. You can leash her to you and see if that works, or you can use a crate. Until she pees outside she gets no freedom in the house.

Since she's around 2 years old you can probably wait an hour after she pees to start taking her out again.

Take her out and give the potty command, if she potties as soon as her butt starts to rise tell her good potty command and pop a treat in her mouth. Give her 10 min to go, if she goes let her sniff around another couple of minutes to make sure she's finished. If she doesn't then bring her in, tether her to you or put her in her crate, wait 10 to 15 min and bring her back out.

If she's simply flat out refusing to pee outside you can set up a comfy spot for you and her outside and spend the day out there. Bring stuff to keep you occupied, a comfy chair, and be prepared to out wait her, as soon as she potties she gets lots of praise, treats, and then y'all go inside.
