Sounds sketchy. An ethical breeder won't breed a dog younger than 18 months, and most hold off until the dog is 2-3 years. The reason is that the dog needs to be fully mature to evaluate temperament and conformation, and some health problems take a while to manifest. So either this is being bred too young, or else this dog won't be able to complete its training until it is well into adulthood.

If the dog is in training, the focus needs to be on that training. It doesn't make any sense at all to breed that dog and make her have a litter of puppies right in the midst of the training, as it will disrupt the training significantly, no matter the age of the female dog.
It sounds to me as if the training is not being done by a respectable trainer, or else is being done by the owner without proper direction and supervision by a qualified service dog trainer, because no one who is qualified to train service dogs would breed a dog that is in the middle of being trained.
