Yes.
In border collies, a double merle, meaning both parents are merle, very often results in deafness or blindness.

But even if not a double merle, it is not a good idea to get a merle border collie puppy.
Acquiring an adult merle from a rescue group is, of course, a different matter.

Merle is a color that has to be selected for in order for it to exist in a litter, which means that the breeder is selecting and breeding for fancy colors instead of for the qualities that border collies should be bred for.

Border collies are a working breed, and should properly only be bred for their working ability, not for fancy colors.
Supporters of the true border collie, in other words the working dog, strongly recommend against buying any bred-for-color puppy. It is especially recommended to stay away from merle puppies.

Here is a discussion on merle coloration in border collies that may give you good information.
Also, if you are thinking about getting a border collie I recommend that you read posts on this forum for very good information about border collies and why they should only be bred for working ability.

And, it's a great source of information and support for border collie owners of all kinds, not just those who own dogs who work stock.

(I hope that posting a link to this forum is OK in this circumstance. If not, my apologies.)
