One of my German shepherds frequently paces

I adopted 2 adult German shepherds from a friend about a month ago. They are very sweet, well-trained and adapting well. I have 2 goats in a large fenced in area and Hanna likes to pace and trot back and forth along the goat fence whenever they are out grazing. She has been around goats before. She was scared of the goats she was around previously and so she ignored them. She's extremely interested in mine however.
Why does she pace around them? I would think that if she was scared of them she wouldn't go near their fence? Is this a subtle aggression towards them? She doesn't bark or growl or anything. Just paces.
Any input?

Well GSDs were developed as more of a tending breed than herding the way we think of border collies, etc herding. It was normal for them to patrol around the perimeter of a flock all day. So maybe she's just showing some of that instinct?

It doesn't seem predatory, does it?
