Why hasn't my Golden Retriever gone into heat yet?
She's 13 months and the 28th is her birthday so she isn't that far from being 14 months..
Does anybody know how this could be??
Is she not healthy?
She seems fine everyday though she runs around my yard, she eats and drinks fine..
Does she have a health problem?

If I remember correctly a dog can go into their first heat from as young as four months to even as old as 24 months. Smaller breeds tend to get their first heat eariler while larger breeds later. The average I think is somewhere between 6-15 months. At 13 months I wouldn’t be too worried.

Also, dogs can have something called a silent hear, which is so light (sorry, I can't think of a better word) that you don't notice it happening.

Ok, wow! It's happening to both my Golden Retrievers..
