Training for my Husky/Cross

I have a husky/Chinese shar pei that freaks out with other dogs. He jumps up and down and lunges at them and barks. There is no controlling him. I have to put all my weight into keeping him attached to me. He does nothing but pull on me. I have tried so many different things. From treats to trying to get his attention on me. Nothing is working. It's to the point where walking him is not something that I like to do anymore.
