I have met many of these situations, a person annoys a stray dog on purpose and the dog gets mad and growls and chases the person for a short while but doesn't attack the person, then the person reports the dog saying the dog attacked him for no reason and then the dog gets caught and put down:(:(

I never heard of that, don't really have stray dogs in my area. In the places that do, don't most of those dogs end up getting caught and put down anyways though? Or do they just let them roam if they don't bother anyone?

If you see this happening a lot, or just see lots of stray dogs it would be a good idea to contact your local animal control or humane society/spca to help these dogs. I don't know where you're from but many places have rescue organizations that could help dogs like this to prevent them from being tormented and put down.

If you see someone harassing a dog, call your local animal control. Most stray dogs, when harassed, run away. A dog that chases someone should be picked up. What if this was a child and the dog did bite? I'm a big dog lover but I think it's good to look at both side.
