My puppy is a female and we were wanting to get her spayed, but we want to know the best and earliest time to spay her. She is 1/4 bulldog and 3/4 lab. She is about 14 weeks/3.5 months old. Our male dog is over 3 years old, and I saw him trying to mate. He often does this with all dogs due to instinct. My puppy has not yet been in heat, but we are worried and I want her spayed soon. When should we spay her?

Some puppies get spayed as young as 8 weeks. This is called "pediatric spay" and is often what shelters do, just to be sure the pup does not make more puppies.

More common spay time is about 5 or 6 months, which should get her done before her first heat.

Is your male neutered? If not, that might be a good idea which might reduce his humping activity.

In any case, the male mounting the puppy now is probably not really all that sexual in nature. Dogs do this humping thing, both females and males, for lots of other social reasons, not just for reproduction. ;)
