these are grain free and very easily breakable - just break off and arm or leg It looks like you have a smaller dog so I think they would be appropriately sized. Plus they are one of the very few moist treats I've found that actually stay soft for more than a few hours out of the bag:

Hey thanks for looking appreciated, unfortunately for me those treats contain vegetable glycerine and Jessie cant have any form of vegetables sadly as makes her urine PH go high and she has trouble peeing in discomfort.

Also says wont ship internationally i live in wellington New Zealand so hard to get treats for Jessie. Got her the ziwi peak air dried venison treats and she is so far doing well on them thankfully! just aware need more variety of soft treats to choose from in the future.

Sounds like you do have quite a challenge...good luck, wish I had a better suggestion!
