I've seen mixed reviews about this, but I was wondering if cooked rib bones are ok for dogs? They aren't too small to be swallowed whole, but what about splintering? Also aren't bones a natural thing wild dogs would eat to get the marrow? I don't want to hurt my pups by accident, but I was hoping that would be a perfect treat for them.

All bones should be fed raw and never cooked. As you said cooked bones can splinter and cause problems.
