Puppy Ignores Me

Hi there. It might be way to early to even ask me this question, but I just wanted to know if this was normal. I got an 8 week old puppy 3 days ago. I've been working on getting his attention and teaching him his name. I've tried the method where you make a noise and give a treat and praise when he pays me any attention... and then gradually introduce his name instead of making the noise...

The problem is, he doesn't even acknowledge any noise I make. Even sometimes when I've tried to lure him with treats he still completely ignores me. I almost thought he had hearing problems for a while because I would clap and make noises and he would not respond at all, but once he fell asleep and I shook a noisy bottle, his ear twitched and he woke up. So I know it's just him completely ignoring any noise I make or do.

My question is, is this normal? Is it because he is still adjusting to a new environment? It just seems so discouraging that he is so focused on everything any time I try to get his attention even when treats are involved. If I can't even get treats to work, then what should I do?

Can you use that (my bold) to your advantage - what sort of things is he focused on?

Maybe it will just take time, what sort of environment did he come from, and what is your household like?

And what breed is he? Some dogs (although normally as adults) are very independent and not handler focussed.
