Puppies are like children who are so playful, they don't know when to stop until they end up getting hurt, sooner or later your puppy will learn to refrain from this kind of behavior as he or she grow older, your older dog will tolerate this as long as its ok with him/her. the correction of stopping her will come from your older dog, though you can supervise the correction. This is just a normal puppy play thing, and if it gets out of control the older dog will surely not allow it especially if the older dog is the dominant one.
