9 week old puppies are very, very rarely actually aggressive. My guess is he thought you stopping him from digging was a game and was probably showing teeth/growling playfully. Yes, dogs do play growl. My pup sounds like a literal chainsaw when she's really, really excited, and will snarl/snap in play if she gets too worked up.
