My dog literally pants all the time. She's not in pain. Honestly, I don't know if she's hot. I'm assuming that she is hot because she's panting. Is she ALWAYS hot?? She is only quiet when she's sleeping. Is this just a her thing? She's done it since she was a pup (she's 4 now). I keep the house at like 74, she's a long coated border collie.

more than likely. We go by degrees celsius here but I think 74 is 23. My dog likes 20 degrees & has hardly any fur - so higher than that with a long coat could be hot- yes. Even dropping down 3 degrees & brushing the coat a lot, putting a fan on near your dog to circulate air & providing lots of fresh water might help.
