Adding a new member to a pack can be difficult, you need to ensure that baby understands that she is still the alpha to your pack leader and the new pup is below her. It also sounds like you existing pup is suffer heavily from separation anxiety, as much as you have brought a new pup to keep her company the existing dog needs to get used to being away from you.
