my Maltese gave birth to 7 adorable puppies, 4 females and 3 males and they are 3 weeks old today, i am just so confused how to manage all these puppies in the house as they litter

the whole environments.

If I understand correctly, things like whelping mats, xpens, and a weighted puppy litter pan can help keep both puppies and the house safe.

They are very cute!! 😍 I love Malteses! I want to second what shadowfox said and add puppy pads and newspaper (becareful of the newspaper incase the mouth it because of the ink).

Definitely a whelping box with a base that's easy to clean so they are contained and safe with mom. They are sweet.

At 3 weeks your puppies will be getting quiet active and will be needing a lot more area, mum also needs to be able to get away from the puppies when she feels the need. Have you thought of a sectioned puppy pen.
Have you started to wean them onto a solid food now that they are 3 weeks of age and have you wormed them yet ?
