If it's in the summer it might be a summer related allergy - like to certain grasses, trees, weeds, pollens, etc

To test for that at a specialist is really expensive unfortunately -

In the mean time you can try using Hot Spot sprays from your local pet stores. OR you can even keep most of the skin covered with a tshirt while you're outside.
Bathe them frequently so the pollens rinse off instead of sitting on the skin and irritating them, like once a week. Use a gentle shampoo from the pet store so the skin doesn't get more irritated.

Thank you so much for you quick answer, so can the puppies inherit this kind of skin problem from their mother? Because I intend to sell few of them but I dont want complaints if something happens in the future. Thank you again.

I'm not sure if it's something that can be passed down or not.

I wouldn't assume that all the puppies will have the skin issue. They have a strong chance of being just fine, with their father's genes (assuming he's healthy) and being removed from the house/yard or whatever it is that's causing the flare up.
