My dog will not potty outside. Help!

Hello,
I recently adopted a 2 yo male lab/shepherd mix. He is the sweetest dog and has gotten better about listening in just 2 days. The problem is, I CANNOT get him to pee or poop. He won't go outside, he sniffs incessantly, or lays down. I spent 2 hours with him last night trying to get him to go and nothing.
The only times he has gone potty are if he is doing something he doesn't want to. Like being told to get off the bed made him pee, and putting him in the kennel made him pee. Even after he was outside for 30 mins.
I live in an apartment on the top floor and I'm pregnant. So running him outside every 30 mins is starting to become difficult.
His previous owner said he was well potty trained and never had problems.
Please help. I have tried everything.

If he is very new to you, it's going to take some time to adjust to his new schedule. How long have you had him?
It also sounds like he's been punished in the past. Asking him to get off the bed and having him urinate sounds like he was given some serious trouble in the past. The kennel as well sounds like there could be some bad things in the past.
For now, I would treat him like a puppy. Out very often (30 minutes is pretty good), leash him up, wait 15 minutes, and if he doesn't go, bring him inside and contain him. I would normally suggest a crate, but for him, maybe something like the kitchen would be better.

Usually if you walk them around it gets them going. Sometimes when they are new to the area its hard for them to find the right spot.
