If you always leave when you call him to you, he has learned that coming to you = end of his super awesome time at the dog park! So naturally he says "Oh, I don't want to leave, better stay away".

I would start calling him to you (and only call him once, otherwise he will never come on the first time), and rewarding with something fun (if you practice this at the dog park use toys/play, but if you can practice this either at home or in the dog park without any other dogs, you can use really yummy treats like cheese or hot dogs), like throwing a ball or chasing him around, and then releasing him to go play. This way he will never know if the recall means something awesome, or if it is time to leave.

Another thing is that you shouldn't call your dog if you know he's not going to listen. I use "Come" and then make whistling or kissing noises to get their attention. Otherwise "come" just becomes background noise. :)
