I have a 5 month old Australian Shepherd. When my husband and I first brought her home at 7 weeks she had a very short, straight and soft coat that would get frizzy when wet. Lately, I've noticed her coat is starting to appear a little longer, wavy and coarse. Would this be her adult coat coming in?

Looks like she has a working coat!

Cosmos coat looked weird for a long time and now it's starting to look prettier as he is about 10 months now. It's coarse because she was likely from a working line as opposed to the soft fluffy coat of a show line. Aussies have a double coat, and the top coat is supposed to be that texture to help provide protection from the elements like rain, while the undercoat is soft and keeps them cozy.
