Is this a Pekingese?

Does anyone know if this is a Pekingese? This dog lives with my wife's parents in China (Yunnan province).

I'm not sure what definitive features help identify a Pekingese. Any comments you want to add would be great. Thank you all.

Looks like perhaps a peke mix. Maybe Pomeranian and Pekingese? Or something similar.

That dog is definitely part Pekingese. But I think he's either half Pekingese and half Papillion or half Pekingese and half Pomeranian.
