I think so. It's sometimes thought to help prevent bloat, I think, with a raised bowl - but that looks high to me. In evolutionary terms, without human intervention your dog would drink from streams etc on the ground, and his anatomy has developed accordingly.
I would make them at least a bit lower as well. I normally put bowls on the floor, but I do have them raised for my oldest dog (arthritis). For her, the most comfortable hight is just about where her legs start. That way, she doesn’t need to bend or stretch her neck much.
