I dont mean to be rude, but i dont think the runner was in the wrong. I often jog with me dog (i jog, she walks lol) and i wear headphones and have my hood up so im pretty unaware of my surroundings so quite often, cars, dogs, people, will come up behind us very fast. My dog is slightly reactive but i keep the leash very short and her next to me so if i feel a tug on the leash i immediately know shes trying to go towards something and i give a quick jerk on the leash and shes back on me. I would definitely take a step back in your training and start exposing her more to runners, also you may consider a muzzle so if she does lunge at someone the worst she could do it trip them.
Sorry but i tend to be more sympathetic to the runner as i am one. But i do think you're over worrying and this can be avoided in the future with some sort of training. Best of luck!

I am glad i stumbled upon this thread as i never thought about giving space to other dogs when im running or giving a heads up. So its definitely something ill add into my run to be more safe and help other people with their pets
