That said, to me it looks like feces covered in a gelatinous slime. A dog's lower intestine naturally creates a certain amount of this kind of mucus. On the first picture I believe I'm seeing feces in the upper right part and on the other picture it would appear to me that the dog has been eating spaghetti.
To be sure you can collect it and show it to a vet. If it's a one-off thing then I would personally assume that the dog was having a bout of diarrhea. Monitor for other signs of the dog being ill. When in doubt collect a sample and take the dog to the vet.
