He is an infant, he has not yet developed either the muscle control to hold his toilet, or the neural connection to know he is about to pee. It's like expecting a 6 month old baby to use a toilet by themselves.

My Puppy is also 10 weeks tomorrow and is doing very good with potty training, however I do tend to take him out every 30 to 45 min. No water after 8:30pm and no unsupervised roaming in the house. I was taking him out twice overnight, now he's able to hold it at least 5 hours maybe 6 I'm just not pushing it that far yet. So, for now I still take him out once overnight around 11/12pm and he's good until about 6am when I wake him to go back out.

Good luck it takes time, patience and supervision and lots of potty breaks in between. Oh, and we only used one bag of wee pads. I switched to the reusable ones and he only peed on them maybe twice, no more. Lastly, expect an accident here or there, it happens. Have fun and enjoy your new pup.

This puppy will be a lot older now, hopefully toilet trained too. But - puppies can dehydrate quickly, water should never be withheld.
I see. He's usually asleep between 9 & 10pm hence 8:30 cut off. Do you suggest giving him water at midnight when we go out for his pee? If so, he'd be up peeing every 30 min. He has access to ample water while he's awake throughout the day.
