I have a 2 year old Mastador male whose tail goes under his legs and his hair goes up every time he meets a new dog when i walk him. He also becomes very anxious and jumpy. He becomes very submissive. Im wondering what I can do to make him more comfortable because Im nervous he might bite another dog although he never has. Thanks!

Check the behavior and training stickies for "leash reactivity." Your dog doesn't sound reactive, but the thread contains good information about counter conditioning (i.e., changing emotions towards a stimulus). You might also be interested in the calming signals thread for help understanding body language.

In general, I'd suggest he not meet other dogs (I'm assuming when you say "meet" you mean actually stopping and sniffing, not just passing). There's no reason for strange dogs to interact. Your goal should be for your dog to pass other dogs without seeming to notice them.
