I've never seen this we have a three year old girl and never had this problem this is a boy and 4 months old I take him out a lot try to praise him when he goes outside even tho he isn't really going it's just comming out. Any help appreciated

When you get a brand new puppy, it usually doesn't squat or anything to go to the bathroom, they just go. That's how my dog was when I first brought him home; he'd just be walking and a little turd would drop on the ground. Their first months at home are going to be very trying, I had to put my dog on a schedule and take him out every 45 minutes so that he would comprehend that outside potty is good, inside potty earns a scolding. If they don't go after 45 minutes you take them out every 15 minutes after that 45 because you know they are ready to go. Potty time 30-60 minutes after eating or drinking. My dog took months to train because he was born in the winter time and hates the cold and preferred to urinate or defecate in the warm house.
Peeing in the bedding is actually really odd. Dogs instinctively do not want to urinate or defecate in the area that they live in, even mine knew this rule. I put newspapers all around his bed in the enclosed area I kept him in and he would crawl out of bed and pee or poop on the newspaper. How old is this puppy?
