Hi there! I just adopted a chihuahua mix, Arlo, from a shelter about five days ago. He has been a very good dog, except he doesn't ever want to pee outside, or really at all.
I have read many articles and such on this topic, but they all say the same thing.
My problem is, Arlo doesn't care much about treats, he doesn't care about marking his territory, and he just doesn't pee very much because he doesn't eat or drink very much.
He tends to dribble a little bit when he gets excited or scared, but he hasn't had a full accident in the house.
His vet said he is perfectly healthy, so it can't be a medical issue.
I am at my wits end. Can anyone help?

Often dogs won’t pee outside because they feel vulnerable in this situation. The best thing is to work on him being comfortable and to feel safe outside. At the beginning it’s good to go to the same spot every time and make him used to the spot. When he goes, award him with praise, but be careful to not scare/stress him if he’s a bit sensitive. I think he just needs some time to adjust and to start feeling safe outside.
