Some dogs just whine and talk a lot. My boy Tynan is like that. He whines when he's happy, when he's being petted, when another pet is being petted, when he's excited, when he's upset, when he's bored, when he's hungry, when he's tired, etc. He wasn't as whiny as a pup compared to as an adult (he's 6 years old now).
