Dog keeps licking stomach

I would guess she licks it because it's irritated, rather than it's irritated because she licks it.

Has it just happened, or is it something that isn't going away?

I'm a certified dog behaviourist. That could potentially be a condition called Acral Lick Dermatitis. The skin does look irritated. Your dog is licking it to try and soothe it due to the irritation. Contact your veterinarian and book an appointment. They will likely prescribe something which will address the licking once the condition is treated.
