It's basically impossible for us to say, since we are not veterinarians and not there, but I would definitely have your vet take another look at it. I would take him to the vet if it were my dog, because to me it doesn't look right. But, as I say, I'm not a vet.

Agree
I can't speak for how it's supposed to be but when my dog had his double cherry eyes removed they looked better instantly. I can't say if that's the "norm" but that's my personal experience with it. I would definitely go to your vet/maybe consult another vet's office?
I am not a vet, but those pictures appear to show the 3rd inner eyelid (gland) that should have been removed and replaced during surgery.
My memory is a bit vague, since my last encounter with cherry eye was over 20 yrs ago.
I hope you get to the bottom of this with your vet.

This guy had the operation when he was a puppy..He looked pretty normal afterwards until he reached old age in the picture. That was over 20 yrs ago and I bet that the science has dramatically improved by now

Did the swelling every go away? Our cocker spaniel just had the surgery 2 weeks ago and he has swelling just like that!
I don't think you will get an answer as the OP hasn't been back since they created this thread.

Maybe sent photos to your vet?
