Are blocked tear ducts common?
Is this something that tends to be a recurring problem, especially if a dog has this issue at a young age?
What if it isn't blocked but infected?

Has your dog had any previous eye infections or eye damage? I've read that this can cause scar tissue formation which blocks some of the drainage passages for tears. I've also read that in dogs the obstruction is often caused by a foreign body. Have you spoken with a veterinarian? If not, I would recommend to do so sooner than later because this is an eye issue, and eyes aren't easily fixed once damaged.

If its blocked or and infected, you need to get your dog to the Vet, for diagnoses and a treatment plan.
