I'm going to assume that to make him stop, you're giving him the attention. You need to ignore him until he learns that barking and whining doesn't get him what he wants. It's not easy but he has to learn. It's like a child throwing a tantrum. Once he realizes it doesn't give him the desired results, he will stop eventually. You just can't give in because then he'll keep it up.
Also, you might try to give him special attention and treats when he's calm and quiet. Oh, and if by "going nuts" you mean running around and jumping, it might help to put him on a leash and tether him to you or the wall to prevent that while you're training him to not demand your attention.
