Air snapping- please help

I have a Springer Spaniel/German shepherd cross who is 8 months old. he has always been excitable but as he is hitting adolescence its getting worse. his air snapping is getting worse- by this I mean, he bites or snaps at air around him when excited and happy/playful. Its not aggressive in anyway but I worry about him doing it around small children (I have nieces and nephews) and dog walkers have complained when they bend down to put his harness on and off he does it. I also worry it could escalate into nipping- anyone else had this??

Our dog used to do this when he was a puppy-- he looked just like a little crocodile!

A lot of it was about minimizing his excitement in these situations... moving slowly around him when he got excited and leaving a small drag line on him so that we could control him without grabbing him when he had a little 'wild thing' episode. On the occasions that he did snap, we pretty much treated it like puppy-biting-- just stood up and walked away.
