We were given a 5 month old puppy who rescued him from a barn. She took him home and things didnt work with her other animals. Her other animals were very mean to puppy Obi.She stated that he has PTSD. Whining,whimpering,tail tucked,crouches,loud sounds startled him and constantly at our heels. Always have to go out with him to potty.
Is there anything that can be done to resolve this at home?

Puppies have a critical socialisation window that ends around 16 weeks of age, when they ought to experience the signs and sounds they will come across during their lives; such as people, other animals, traffic etc. If they miss that, and it sounds like your puppy may have done, everything will be much more overwhelming for him. You can keep reassuring him, keep going out with him, don't allow him to be flooded by experiences he finds overwhelming, don't try to push him out of his comfort zone. He may never be a confident, outgoing dog that you can take to the park but if you are patient you may get some improvement in his confidence.
