Unhappy puppy will not pee outside, only on pads inside

I have a new 5 month old puppy (Milo) who is house trained, but will not go outside. He will hold for hours. If we take him outside first thing in the am, he will hold it until we come back inside and go on the pad. Have tried moving pads to door and then outside, no go. Have tried soiled pads, no go. Have tried the fake grass, no go. Have walked for 2 hours, no go. Any suggestions will be helpful. Thanks Michelle

You will need to house train him again starting from square one. Crate at night. PICK HIM UP to take him outside in the morning. If he doesn't potty outside, he goes back in the crate (carried) for a little while, then take him outside again. Repeat the process until he potties, then jackpot (a good amount of high value treats).

Yup, he is so well house trained to the pads, that he really is going to have to learn new habits.

Making it IMPOSSIBLE for him to go potty indoors, and making it INVITING to go outside, is what you are going to have to do.

The crate would be the most helpful thing for you.
And then use a pad outdoors.
As already said, give him a jackpot of treats upon his first success.

And then you'll need to keep up the prevention and rewards for a couple of weeks, before he has new habits.

I hope you don't have pads in the house any more. Your puppy is very well trained and it will take time to retrain him.
