Puppy poop and pees inside but doesn't want outside..

Hello everybody!

So i adopted a puppy 3 weeks ago, he doesn't have all his shots but i take the risk to take him out, since i had a Bouvier Bernois before at my mom's, we didn't took him out before all his shots, he was just crazy and insane once he got outside and it was very hard to get rid of this behavior in the future.

My biggest problem for the moment is that he likes to go outside and all, chasing flees, falling leafs, etc... He even likes to nicely leash walk beside my left leg most of the time, looking at me often agitating his tail.. But he never pees or poops outside! I know i can't walk him very long for his health, but since i got bored i armed myself in patience today, and waited outside on a bench... more than 2 hours, just 15 minutes after he slept, eat and drank a lot of water...

He didn't did it so i said to myself, i'll go home with him and if he tries to do it i'll take him out again, he did try inside, i catched him and say a firm no before he finishes, i took him outside for a half hour, he didn't did anything, we go home again and once we are past the door and i'm closing it, he's already finishing his poop and pee on it just after (on the carpet worth 180 of course lol)

I don't know what to do abymore, i have a little female shih-tzu and she understood that she has to poop and pee outside in no time, maybe something is disturbing him outside?

If you have any ideas they're more than welcome, i'm trying to make a plan how to figure it out, i'm thinking about putting a piece of a soaked paper in his pee with a little poop beside it on the spot i want him to potty...

Maybe i'm doing something wrong?

Try bring something that he pees on outside. This way the scent will trigger his desire to do so.

When I had this issue, I brought a jar that my male do would pee on inside to where I want him to go outside.

Puppy's like to pee on something soft. Also, puppy's have accidents so you have to be prepared to clean a mess. Izzy goes out regularly but when he is excited he makes a little oops. When I know he has to go I take him out. If he doesn't go I put him back in his crate and after 10 or so minutes take him out again. If you crate him/her try that. There are also sprays you can buy that will help keep a puppy for peeing on a carpet and sprays that will help him pee. Also, puppy pads may help. Try buying some and seeing if your dog will pee on those.

Hello again,

First, thanks for your replies!

I took a "sample" when he was peeing, putting a plastic bowl below him, then i arrosed the spot i wanted him to potty till the beginning, he finally peed outside this morning (and to the wanted spot!), later he tried to poop inside, but i didn't let him do it, i took him outside and walked for 15 minutes, he did it to the same spot he peed 2 hours before, then i was walking around the apartment cleaning it, i saw him near the door staring at me, i took him out and he peed again to the spot i wanted, he seems to have understood Of course i rewarded him like never before, he's not gonna forget that ^^ He loved the treat i keeped only for potty training (because my shih tzu is just CRAZY about them and could eat an entire bag if she could, they're a mix of chicken and and collin fish).

I'm not crate training (don't know why it's not so "popular" in Belgium, every person i know that have a dog does not have a crate), i'll maybe try in the future when i'm gonna move out since i heard only good things about crate training.
