He needed to pee, really badly and he's 4 months old, so has very little control. You probably missed that he needed to pee before you started to cross the road, and he could not wait until he got to the other side. Try to be more observant of him next time, and give him ample time to pee before "going for a walk."
Don't worry, he won't learn that the middle of the road is the best place to go.
Just continue with your normal house training.... lots of trips outside with liberal rewards for potty activity!
BTW, he's a bit young for long walks around the neighborhood. Unless he is eager to do these walks, you may be pushing him a bit too fast. At 4 months, a romp in the yard and maybe a short walk on your own block, is usually about right.
