House Training Getting Harder Because of Barking

I'm really struggling here.

After 10 weeks I'm still toilet training my 18 week old Jack Russell pup.

Toilet training was getting there, slowly, but my worry is the last couple of weeks she has found her voice and started Barking, a lot and it's getting worse by the day.

She started Barking whenever she heard another dog when she was took out the back yard to go to the toilet. Now as soon as she's out the door she'll bark like crazy at everything and anything. So much so, that she's distracting herself from going to the toilet.

Out walking there's been no problem with no Barking at all. I let her off the lead at the park and she always runs to greet dogs with no issues at all. She goes to puppy training classes and is walked daily.

I'm getting really worried about the barking that seems to be getting out of control. Even recall has got worse and trying to get her back in the house is a battle. I've got grumpy neighbours and I'm just waiting for them to complain.

I used to use a lead when taking her out to the yard to get her used to wearing one before I could take her out and about.

I'm always out the back with her and treating her via a clicker when she goes to the toilet.

Recall was going well, but it's stopped working completely and trying to get her attention just doesn't happen. So I have to chase her round to get her back indoors.

I'm desperate to try and get the barking and recall under control.

I would really appreciate some help.
