Umm I actually do both my pup Amari has her collar just for her tags and i never walk her with her collar it chocks them to much so when ever I take her somewhere she gets put in her harness its a lot better for the dog and its easier to train them on a harness I think because they don't pull away as much on the harness and when they do like i said it doesn't hurt their poor little necks so I say both but only do harness when walking or taking the dog somewhere

I have actually heard that this is not good for them because they can get caught on gates and branches and that type of stuff easier also it isnt good for their chest or front legs to be in the harness all the time this is what I have always been told at least

I am actually doing both now, I Went and got a better fitting harness and a new collar and returned the others. it does really seem to work out better that way.
