I am one of those that don't also and wish people would keep their dogs leashed even if they are friendly. Just because your dog is well behaved and friendly does not mean he can walk or god forbid run up into my dogs face and not expect to get a bite on the nose.
Gilliandi and beretw like this.

I live in the country and up the road we have a little outlet of the local lake where people like to walk their dogs. Being that I live on acreage, my dogs get lots of "free run" time and when we take them up to the lake, 9 times out of 10 they are leashed. Exceptions being if there isn't anyone around as my dogs ARE friendly (three out of four anyway) and have excellent recall.

However, people from a larger town about 25 minutes away bring their dogs out here to let them loose. Just open the doors and let them go. It's an expansive area and their dogs are often instantly out of sight. I've had experiences where their dogs will follow us around, often they are friendly, but their owners will then be mad because we "took" their dog. I was camping there once and a guy came in the morning and let his dog out, couldn't find her so he LEFT and came back that afternoon to look again. She spent the day with us, nice as can be, but he was mad at us at the end of the day!

People are stupid and irresponsible. That sums it up quite nicely.
