when to use a jacket?

I bought Maggie a winter coat with a snood, I made her a double fleece coat and she has a single layer fleece jacket. The weather was about 40 degrees this morning so I put on the single layer fleece for her, but my question is: when is it right for her to wear her coats? I dont want her to be too hot or cold. She has pretty much no body fat and is very lean.

How do you all determine when to put coats on your dogs?

When either I need a jacket or she's shivering. Granted, her cold tolerance is very low given we live in Florida.
