Use chicken or beef jerky if you have too, skip his breakfast also.
practice this on leash in the house...then the yard, then the street on a quiet day...then on a less quiet day etc etc...
you have to raise the criteria for the recall slowly.
If he ignores you, reel him in...15 foot leashes are great for this....praise him and then release him. If hes not getting it you are raising the criteria too fast
