So this is a two year old dog that was sold as being a "fully trained tracker", but not placed as a working dog?
It sounds like he was perhaps a release dog from a detection program, and from his behavior it sounds likely he was released for behavioral reasons.
What were your goals in getting this kind of dog? What kind of dog experience do you have? Do you have any training plans for this dog of any kind?
I would highly recommend hooking up with a good positive reinforcement based trainer who can help you work on general obedience and some behavioral modification.
I would highly suggest staying out of the dog park with a dog who is showing a fearful reaction to other dogs. At some point, a dog- especially a shepherd- is going to react defensively. Forcing a dog to "face its fears" is a method that often backfires. He'll likely need careful re-socialization around other dogs and the world, since he sounds like he has very little background socialization.
I'd be curious to hear more about your dog experience, any training plans, how you ended up with this dog, and why he was released from this program before giving more advice.
