It really doesn't sound to me that this dog has people aggression...
I don't know where all these human aggression ideas are coming from I am so confused. The dog has no aggression towards people. Aggression towards people would be growling and biting without reason. The dog tried to bite in the middle of a fight. Anyone who knows dogs knows that there are proper ways to handle a dog fight because theres a good chance you will get bitten interfering in any dog fight even between the best of dogs. if there are other personality issues going on then perhaps the dog should be euthanized but not because you are worried about human aggression because this dog does not have human aggression from the information provided. I worked in an environment with 10 big pitbulls. Two of which would fight. But, at the same time they loved people. They were not a danger to children. There was a 3 year old girl who would tug on their ears and stuff all the time and they were the gentlest dogs in the world. I also had a dog that was people aggressive partly and very dog aggressive. We had to be careful with who we introduced her to and we couldn't have another dog at the same time as her cuz she would try and attack even the dogs she grew up with. That doesn't mean she was a bad dog. She was the best dog I ever owned. I understand if there are no other shelters to go to and other factors for this specific dog but in general I hope people are not euthanizing their dogs because they are dog aggressive. lots of people only want one dog in their home anyway.

To be clear- I understand there are situations in which people need to euthanize and I'm not speaking directly to OP when making this reply because there seems to be other factors besides dog aggression in her situation, but with the amount of people that are defending euthanizing for just dog aggression and not seeming to understand what human aggression is, I felt the need to post this.

And like I posted above the clonidine could be making him much worse as it did my dog. If he was worse on another medication in the same or similar class of medications the clonidine could be disinhibiting him negatively as it did my dog and explain his escalating.
Try taking him off the clonidine and giving him at least a week to let it get completely out of his system and see what he's really like without it influencing him.
I'd hate to hear about him euthanized for behavior directly caused by a bad medication reaction.
