Exclamation Submissive/nightmare dog pulling on walks

Hiya, I'm looking for some advice regarding my 1 year old 35kg ridgeback X dog. Ever since he was a pup I've had a nightmare with him on walks with getting his attention. He is so unfocused on myself, and purely interested in other dogs. He will initially lay down submissively at ANY dog we see in the distance, then once we are closer he will pull me over trying to get at the other dog. No aggression at all, he just wants to meet/play. But it has got to the point where I dread taking him out as I spend the entire time with him led down or being pulled over, he no longer can be trusted off lead. He is well socialised and goes out in a group walk with many other dogs 3 times a week where he is an absolute angel. I have tried focusing him on me the second we see other dogs with treats etc, avoiding other dogs altogether, and just dragging him away. I've had collars, harnesses, head collars. In the house he is brilliant and a well behaved dog. We do a lot of street walks and I just need something to help us walk past other dogs safely. Thank you.

My dog, Lexi, an Aussie mix, is the same way. She was abused and scared of people when we got her. Though she isn't now, she still doesn't like other animals much. This has proved to be an issue. I would see if your dog and you could socialize with other these other dogs perhaps through a fence or something. That way, your dog could get to know them better and someday perhaps you will have your dog and all the rest walking together
