dogs will not just go where you want them to, that is why you have to potty train them. you need to set up a regular routine of feeding, and no matter how old they are, you should probably treat all new dogs as if they are still small puppies. that means potty breaks about evry 30 min to an hour (shorter time between if they are playing, just woke up, or just ate) do not punish mistakes (the mistake is yours, not theirs) and praise for going where you want them too. do not leave them unsupervised in the house, choose a room, get a crate or an x pen for any time you cannot watch for signs they need to relieve themselve.
praise praise praise everytime they go where you want them to.

if they are more than a year old, why are you still using potty pads btw? they should be taken outside to go, do you have a fenced yard? can you take them for a quick walk?

I have nothing to add to what fawkese said

You definitely do not want to punish the dog, they will just start going when you are not looking. Also make sure you are cleaning the spots where the dogs go potty.

the pee pads are there for them because we cant take them outside due to no fence. i do walk them but the times we don't walk them we want them to pee on the pad.

i don't believe you'll be very successful with this, (someone else may have more info about pad training) i take my dog out, and have taught him the cue "go potty" most of the time he goes within a minute....what i am saying is that you are going to need to make time to take them out to the bathroom... the point of paper/pad training is to move the dogs' potty spot outside. i think training them to use both like this will confuse them do they already know to go outside? then just put a leash on them and walk them out once per hour, try to take them to the same spot each time. just as they start say "go potty" just when they finish tell them they are good and maybe give them a cookie.

I use "go potty" as well and my chi's go on cue (they are the only ones I have to do this with). Dogs need to go out daily multiple times for fresh air as well, not just to go potty, and exercise is important even in small dogs.

For litter box training-which I'm going to go ahead and compare to pee pad training for dogs-

If the animals goes in an undesirable location-you clean that location up(really really well), and move the mess (doo doo or pee -if it's pee wipe it up with the pad) to the pad. This will be stinky initially-but they will learn that they go to the potty where the potty is -make sense? And then you won't have to keep doo doo or pee on the pad for them to know where to go!

I think so-you'd want a larger litter box though. And because a dog might nibble litter-use a safe litter (Clay and clumping are toxic if ingested) -Use something like 'Yesterday's news' which is just compressed paper and non-toxic

I am not one who likes animals to be mistreated, However, I believe that in order to be in control of your canine you have to be forceful sometimes. Show the dog who's the alpha dog. If your dog goes on the floor instead of his designated area, you can take a shoe lace and swat him once or twice just so he knows not to go there, or if you are afraid of "hurting" them you cane put them out side as soon as they do there bad business, or just let them go outside.
