Perhaps try taking the collar off (have someone else supervise the 2 yr old so no licking happens) and putting it near the 4 mo old to get used to it. You might even try putting it on yourself (or your arm or leg) just so the 4 mo old can see it moving around. Whenever my pup is scared of something, I always make a point of touching it and moving it and then he'll tentatively get closer to it until he realizes it's nothing.
As far as the continued aggression, I don't think I'm much help, but you could try reintroducing them on leashes without the collar to see if your 2 yr old is aggressive. You might just not be able to reintroduce until after the surgery is healed because he might feel too vulnerable like them. Just make sure you swap them in and out of the separated spaces to help the 4 mo old not feel like he's in trouble.
